Nevada does not reset to purchase price on sale, but the 8% commercial abatement cap resets on ownership change - model a modest post-sale step-up as the new owner loses accumulated abatement, not a full reset to purchase price.
Transaction type breakdown
Nevada assesses at 35% of taxable value (replacement cost less depreciation - NOT purchase price). The 3%/8% abatement cap is not transferable: on a change of ownership the cap resets, so the new owner can lose the prior owner's accumulated abatement and see a one-time step-up toward the uncapped bill. The base is not the purchase price.
A refinance does not affect the abatement cap or taxable value.
A change of ownership resets the abatement cap (loss of accumulated savings); the taxable value remains replacement-cost-based, not purchase price.
